Jose Antonio Puppim de Oliveira

Professor pesquisador da Fundação Getulio Vargas (FGV/EAESP e FGV/EBAPE). Também é professor colaborador da Universidade de Fudan (China) e Universidad Andina Simon Bolivar (UASB, Equador). Foi Diretor Assistente e Pesquisador Sênior do Instituto de Estudos Avançados sobre Sustentabilidade da Universidade das Nações Unidas (UNU-IAS) no Japão (2009-2015). Tem mais de 20 anos de experiência em universidades, empresas, think-tanks, e órgãos governamentais e internacionais em pesquisa, ensino, treinamento e gestão acadêmica. Já trabalhou em mais de 20 países em todos os continentes. Sua pesquisa é multi e interdisciplinar, especialmente no âmbito das ciências sociais aplicadas e suas conexões com as ciências naturais e engenharia, atravessando diversas áreas de conhecimento, como planejamento, administração pública e empresarial, gestão, política ambiental, estudos de desenvolvimento, governança e estudos urbanos. Seu trabalho atual se concentra na economia política do desenvolvimento sustentável, particularmente nos aspectos referentes à sua governança, criação e desenvolvimento de instituições e implementação de políticas públicas em diversos níveis. Pesquisa como as instituições globais estão interrelacionadas à governança local, e vice-versa. Trabalha principalmente com pesquisa empírica e orientada à prática (policy-oriented) analisando quantitativamente e qualitativamente a governança envolvendo diversos tipos de atores socio-econômicos (ex: governos, organizações internacionais, ONGs e empresas), setores econômicos (ex: setores industriais) e escalas (internacional, regional, nacional e local). Foi assistente de pesquisa e ensino no MIT, professor adjunto da Escola Brasileira de Administração Pública e de Empresas (EBAPE) da Fundação Getulio Vargas (FGV-RJ), professor pesquisador da Universidade de Santiago de Compostela (Espanha) com uma bolsa Marie Curie da Comissão Européia e professor (Lecturer) da University College London (UCL), onde foi co-diretor do Mestrado em Meio Ambiente e Desenvolvimento Sustentável. Já coordenou diversos projetos de pesquisa e publicou mais de dez livros e dezenas de artigos em revistas acadêmicas nacionais e internacionais. É avaliador-parecerista ad hoc e membro de diversos conselhos editoriais de revistas e instituições no Brasil e exterior, sendo editor chefe do periódico Public Administration and Development (Wiley). Possui graduação em Engenharia pelo Instituto Tecnológico de Aeronáutica (ITA), mestrado em Planejamento Regional e Ambiental pela Universidade de Hokkaido, Japão e doutorado em Planejamento pelo MIT - Massachusetts Institute of Technology, EUA. 2020-Atual. Inovacao em Politicas Climaticas Municipais
Descrição: A pesquisa busca avançar o conhecimento sobre a governança relacionada às inovações em políticas públicas municipais para atacar mudanças climáticas, a fim de desenvolver novos conceitos e abordagens, visando entender como construir soluções locais para um problema global. Neste sentido, irá desenvolver um arcabouço conceitual para gerar uma escala para avaliar capacidades de inovação em políticas climáticas municipais para enfrentar problemas ambientais globais em países em desenvolvimento, e testá-lo em uma pesquisa empírica em municípios brasileiros que tem políticas climáticas inovadoras. O arcabouço será desenvolvido baseado nas literaturas sobre transições para sustentabilidade, inovações urbanas e capacidades inovadoras em países em desenvolvimento adaptadas a mudanças climáticas. Os municípios serão escolhidos entre aqueles que participam de redes de governos subnacionais na área de sustentabilidade e mostram liderança no setor no Brasil, dentro dos 46 membros do ICLEI (Local Governments for Sustainability) no Brasil. A pesquisa deverá conduzir ao entendimento dos processos de inovação em políticas públicas e com isso levar ao desenvolvimento de novos mecanismos e instrumentos de governança adaptados à realidade local para estimular soluções inovadoras para mudanças climáticas em diferentes escalas, o que apoiaria a estratégia de longo prazo de municípios do Brasil e outros países em desenvolvimento. O pesquisador planeja escrever artigos científicos em periódicos para garantir a qualidade acadêmica da pesquisa e também disseminar os resultados para tomadores de decisão em políticas públicas que atuam na área no Brasil e no exterior por meio digital e seminários.. 2019-Atual. Global Value Chains and the Sustainable Development Goals: Understanding lessons from Brazil on sustainability, innovation and capabilities
Descrição: A key task today is to understand how industrial and agricultural processes are ? and might be ? governed to better foster global ?sustainable development goals? (SDGs). The challenge of promoting sustainability in global production and consumption is further compounded by significant changes in the global economy. A key development in the first decade of the 21st century is that South-South trade now exceeds North-South trade. Much of this is fuelled by growing demands of Southern consumers and Southern end markets. This is especially so for ?Rising Power? economies, such as Brazil, China and India. Identifying how effective business models and public and private policy initiatives can lead to sustainable patterns of production and consumption in emerging markets in the Global South calls for an extensive inter-disciplinary research effort. A number of critical questions arise: First, to what extent and how do global value chain arrangements address environmental impacts and promote low waste circular economies? Second, how do GVC linkages currently impact on the SDGs, and how might business models and GVC ties better align to effectively meet SDG goals? Third, how are local level capabilities and innovation skills built to support developing country firms to respond proactively on sustainability issues within GVC ties? Fourth, in what ways can emerging economies shape contemporary approaches on promoting sustainability choices within global, regional and domestic value chain linkages? Fifth, how may institutional, policy and/or technological disruptions (such as new tariffs imposed by the US, changes in Brazil?s environmental and social laws being considered by the incoming Bolsonaro administration, or new technologies such as AI and digitization in production, processing and retail) effect the ability to address SDG goals?. Descrição: The research workshop focuses on the investigation of the potential impacts that Agenda 2030 and its Sustainable Development Goals (SDGs, agreed by the UN at the end of 2015) have on management and production practices at the Global Value Chains (GVCs). Stustainability standards (ESG Standards), both voluntary and non-voluntary, have already exerted significant influence on these chains. This field of research has the potential to house a significant amount and diversity of academic studies and applied research in disciplines of interest to EAESP/FGV and to the areas of expertise of University of Manchester?s researchers. The intention of the partnership is to initiate a process of cooperation that could extend over a longer period, and envolve researchers from different areas of the organizations involved, as well as other partners.. 2018-Atual. Entendendo Iniciativas Inovadoras para Governar os Nexos entre Producao de Alimentos, Agua e Energia nas Cidades
Descrição: A pesquisa é um projeto financiado pelo Belmont Forum e JPI Europe. O pesquisador é o líder do projeto envolvendo outras seis organizações: Yale University (EUA), The Nature of Cities (EUA), The Stockholm Resilience Center (Suécia), Ming-Chuan University (Taiwan), ICLEI ? Local Governments for Sustainability ?World Secretariat (Alemanha), The Africa Secretariat of ICLEI - Local Governments for Sustainability (África do Sul). A melhoria da governança das interações entre a produção de alimentos, água e energia (FWE) nas cidades pode proporcionar benefícios significativos para enfrentar alguns dos problemas globais mais complexos, incluindo mudanças climáticas e perda de biodiversidade, bem como ajudar a alcançar outros objetivos de desenvolvimento humano, como segurança alimentar e saúde. Esta pesquisa avança o conhecimento sobre a governança urbana nos diferentes níveis relacionados aos nexos entre FWE (FWEN) usando a Infraestrutura Verde e Azul (GBI), desenvolvendo novos conceitos e abordagens para entender como avaliar, governar e criar soluções e políticas públicas de GBI. O projeto desenvolve um arcabouço analítico e ferramentas para avaliar as mudanças no FWEN, seus trade-offs e a construção de capacidades nas cidades para o desenvolvimento de soluções inovadoras para a FWEN (IFWEN) e gerenciar a GBI no nível urbano. O arcabouço é baseado em pesquisa empírica e testado em 10 cidades em diversas regiões do mundo: : São José dos Campos (Brasil), Florianopolis (Brasil), Johanesburgo (África do Sul), Lilongwe (Malawi), Antananarivo (Madagascar), Dodoma (Tanzania), Gangtok (India), Nangpur (India), Kunming (China) and Taipei (China).. Descrição: Compreender a relação entre inovação no setor público e melhoria do desenvolvimento social e da governança. O objetivo geral do projeto é formar docentes e pesquisadores para a geração e a disseminação de conhecimento de base científica no campo da administração pública e governo, fornecendo ferramentas analíticas para o estudo do Estado, de gestão e políticas públicas. Portanto, a discussão sobre inovação no setor público é um tema central para este programa, sobretudo por sua atualidade. Os poucos estudos procuram compreender a inovação mais por meio do entendimento schumpeteriano do que associado à implementação de práticas inovadoras, classifica como inovação não apenas a implementação de uma nova concepção/prática de política pública, mas também sua difusão e replicabilidade. Assim, procurar-se-á compreender a inovação nas seguintes dimensões temáticas das linhas de pesquisa do programa: desenvolvimento local e territorial, accountability, participação, vulnerabilidades, inclusão social, mudanças ambientais, ciência cidadã, arranjos institucionais e fortalecimento da democracia.. 2017-2020. Gestao e Governanca para Mudancas Ambientais Globais
Descrição: O conhecimento sobre a forma como as instituições e organizações locais são construídas é fundamental para a criação de sistemas de gestão e governança eficazes para resolver problemas ambientais globais, como as alterações climáticas e a perda da biodiversidade. O projeto pesquisa sobre a gestão e governança relacionada às mudanças ambientais globais em diferentes níveis, a fim de desenvolver novos conceitos e abordagens, visando entender como construir soluções nacionais e locais para esses problemas. A pesquisa está dividida em quatro linhas: (i) instituições políticas e econômicas a nivel nacional e estadual, (ii) cidades, (iii) Arranjos Produtivos Locais (APLs) e (iv) inovação tecnológica e social. Neste sentido, o projeto desenvolveu novos mecanismos e instrumentos de governança para estimular soluções para problemas ambientais globais em diferentes escalas, o que apoiaria a estratégia de longo prazo do Brasil de se tornar uma liderança em disseminação do conhecimento sobre essas soluções e ser internacionalmente reconhecido por suas abordagens inovadoras de investigação e ensino.. 2017-2019. Multiple Benefits Assessment of the Low Emission Development Strategies in Asia Pacific Cities
Descrição: This research will develop and demonstrate a new strategic planning mechanism for achieving multiple benefits of Low Emission Development Strategies (LEDS) in Asia-Pacific cities, together with a robust analytical framework that can be used to assess those benefits during the development and implementation process. In this research, 1) we plan to develop a modeling framework in order to quantify the effect of LEDS on four main areas of energy systems, environment, public health and local economy at the city level? 2) We will create an executive package of policies with an assessment of implementation challenges in each city and 3) we will develop a strategic plan of the urban multiple benefits of LEDS based on the comparative analysis among the selected cities as the main output of this research. The five global cities which will be evaluated in detail in this research are Tokyo, Sydney, Shanghai, Kuala Lumpur and Delhi. In this research the focus would be on 'Buildings', 'Waste' and 'Transport' as the key sectors as they can offer substantial urban climate mitigation potential through the implementation of LEDS in the selected cities. 2017-Atual. Politicas Publicas Subnacionais para Enfrentar Mudancas Ambientais Globais: Entendendo Iniciativas Inovadoras no Brasil
Descrição: O conhecimento sobre como se inova em políticas públicas nos diversos níveis de governança é fundamental para a criação de sistemas de gestão públicos eficazes para resolver problemas ambientais globais, como as alterações climáticas e a perda da biodiversidade. A pesquisa analisa o conhecimento sobre a governança relacionada às políticas públicas municipais para atacar mudanças ambientais globais, a fim de desenvolver novos conceitos e abordagens, visando entender como construir soluções internacionais, nacionais e locais para esses problemas. Neste sentido, desenvolve um arcabouço conceitual para gerar uma escala para avaliar capacidades de inovação em políticas públicas municipais para enfrentar problemas ambientais globais em países em desenvolvimento, e testou em uma pesquisa empírica em municípios brasileiros que tem políticas inovadoras. O arcabouço está sendo desenvolvido baseado nas literaturas sobre inovações urbanas e capacidades inovadoras em países em desenvolvimento adaptadas a questões ambientais globais. Os municípios foram escolhidos entre aqueles que participam de redes de governos subnacionais na área de sustentabilidade e mostram liderança no setor no Brasil, incluindo Belo Horizonte, Curitiba, Palmas e São Paulo. A pesquisa conduz ao entendimento dos processos de inovação em políticas públicas e com isso leva ao desenvolvimento de novos mecanismos e instrumentos de governança adaptados à realidade local para estimular soluções para problemas ambientais globais em diferentes escalas.. 2014-2016. Green Growth and Global Environmental Change: Political Ideology, Political Economy and Policy Alternatives
Descrição: This project created and disseminated scientific knowledge on ?Green Growth,? an important strategy in contemporary global change and sustainable development policy and practice. The initial outputs of the project were a training workshop and symposium for young researchers and an edited volume from a leading international academic publisher (Zed Books). In the extension of the project, several seminars around the Asia and the Pacific were organised to discuss the contents of book with young scholars. The International Symposium on Green Growth and Global Environmental Change was successfully convened by the United Nations University Institute for the Advanced Study of Sustainability on 25th and 26th July, 2014 at UNU, Tokyo. 2014-2016. Cities and Climate Change: addressing a global issue at the local level
Descrição: The purpose of the research was to enhance knowledge on cities and climate change (CC). The proposed study focused on cities for two reasons: first, they appear to be particularly vulnerable to CC; second, at the same time, they are a key actor to tackle this issue both mitigating and adapting to climatic changes. Since studies on urban vulnerability and resilience were quite numerous, the project aimed at enriching the body of knowledge by introducing legal analysis in the discussion. Thus it dwells on the role of local governments and their powers and on how they have integrated in their policies CC concerns. Situação: Concluído; Natureza: Pesquisa.
